The Elsinore Valley Municipal Water District (EVMWD) Board of Directors recently announced the selection of a new general manger. Greg Thomas joins EVMWD as a seasoned leader specializing in engineering, construction, operations and maintenance.
Thomas most recently served as the general manager for the Rincon Del Diablo Municipal Water District (RDDMWD). RDDMWD serves parts of the city of Escondido as well as unincorporated Escondido and portions of San Marcos and Vista. Under Thomas’ leadership, the RDDMWD received the prestigious “2014 Recycled Water Agency of the Year” honor.
“We are pleased to have Greg as part of the EVMWD team,” said Andy Morris, president of the board of directors. “His many years of experience, knowledge and proven leadership will enhance the District’s commitment to innovative approaches to sustaining water resources and providing excellent service.”
In his new position Thomas will report to the water district’s board of directors. He will be responsible for implementing board directives, assuring compliance with EVMWD policies, overseeing projects to ensure water security and reliability, and developing and implementing EVMWD’s business plan.
Thomas earned a bachelor’s degree in Mechanical Engineering Technology from Purdue University (Indiana) and a master’s degree in Business and Management from Webster University (Missouri). He served 22 years with the U.S. Marine Corps, leading several civil and water related projects. His last position with the Marine Corps was as the facility maintenance officer for Marine Corps Base Camp Pendleton where he was responsible for all buildings, roads, water, sewer, gas and electric. After his military retirement, he served as an engineering and construction consultant in the private sector.
Thomas currently teaches a leadership in water management course at California State University San Marcos. He also serves on the school’s Advisory Board of the Certificate in Water Management and Leadership Program.
