Longtime water veteran Mark Kinsey, general manager at Monte Vista Water District (MVWD), retired as of Dec. 3 having served the Montclair-based agency for 21 years. During his tenure, Kinsey has overseen the significant growth and expansion of district’s water supplies and services.
Kinsey was the visionary for the develop and construction of MVWD’s four Aquifer Storage and Recovery groundwater wells, a state-supported project that was the first of its kind in the Inland Empire. He was instrumental in the formation of Chino Basin Water Bank, collaborative effort amongst various local water agencies to promote the use of groundwater basin storage capacity to further enhance the region’s water supply reliability. AS for MVWD specifically, Kinsey was responsible for the initiation of wholesale water deliveries to the city of Chino Hills, enhanced groundwater recharge within the Chino Groundwater Basin, and established a recycled water distribution system within the city of Montclair.
“Mark has been a tremendous leader for Monte Vista Water District,” said Board of Directors President Sandra Rose. “I commend Mark for his commitment and success in providing affordable and reliable high-quality water for the Montclair, Chino, and Chino Hills communities over the past two decades.”
Kinsey began his tenure with MVWD in 1998 and in addition to his leadership and accomplishment at MVWD he has been active member of Rancho Del Chino Rotary Club. He has served as the club’s president and has supported numerous community and youth programs.
MVWD’s Assistant General Manager Justin Scott-Coe is succeeding Kinsey as the district’s general manager. Scott-Coe had a 10-year career with MVWD, from 2007 to 2017, but left to join Riverside Public Utilities in 2017 working as the integrations manager where he managed energy and water efficiency programs, demand response, and customer communications. He returned to MVWD in July of this year.
“While we wish Mark well in retirement, we are excited to have Justin step into the General Manager role,” said President Rose. “I can’t think of a more qualified individual than Justin Scott-Coe to lead MVWD as we embark on an exciting new chapter for the District.”
Scott-Coe joined MVWD as a public affairs specialist in 2007. He was promoted to public affairs director after four years and then promoted again to Water Resources and Community Affairs manager, where he oversaw water resource planning, demand management, and public information services. Prior to joining MVWD in 2007, Scott-Coe spent eight years with Integrated Resource Management, LLC, as a Water Resource Manager. While there he provided industrial and municipal water rights support services to public and private sector customers, including Fortune 500 corporations.
“This is an exciting time to rejoin the District,” said Mr. Scott-Coe. “With treatment facility upgrades, the upcoming construction of a new administrative building and strategic planning efforts underway, I look forward to leading the District through these milestones and into the future.”
