California’s Governor Jerry Brown has announced two appointments to the State Water Resources Control Board (SWRCB) — one being a reappointment and the other a new appointee to the water board.
Tam Doduc, of Sacramento, who has served with the SWRCB since 2005 has been reappointed to the water board. A registered professional civil engineer since 2005, Doduc earned a Bachelor of Science in BioEngineering from the University of California at Berkeley. She possesses two master’s degrees — a Master of Business Administration degree from the University of California, Berkeley School of Business and a Master of Science degree in civil engineering from California State University, Sacramento.
Her professional careers included serving as a water resources engineering at the SWRCB from 1989 to 1992 and from 1994 to 1995. She was a special assistant to the secretary at the California Environmental Protection Agency from 1993 to 1994 and from 1995 to 1997. She was employed as an air resources engineer at the California Air Resources Board from 1997 to 2000.
Doduc served in several positions at the California Environmental Protection Agency (EPA) from 2000 to 2005, including assistant secretary for air and chemical programs, assistant secretary for agriculture and chemical programs and assistant secretary for technology certification. The 50-year-old Doduc most recently served as Deputy Secretary at California’s EPA where she directed the agency’s environmental justice and external scientific peer review activities. She also coordinated various environmental quality initiatives and provided general oversight of children’s environmental health programs.
A new appointee to the State Water Board, Joaquin Esquivel is a 34-year-old resident of La Quinta in the Coachella Valley. Esquivel earned a bachelor’s degree in English at the University of California, Santa Barbara and was employed by the Gay Associated Youth from 2002 to 2004 as a center youth manager.
He served in several positions in the office of U.S. Senator Barbara Boxer during his eight-year tenure – from 2007 to 2015 – including research assistant, legislative aide and legislative assistant for water and agriculture issues, and director of information and technology. Since 2015, Esquivel has served as assistant secretary for federal water policy at the California Natural Resources Agency.
Both Doduc and Esquivel are Democrats and both of their appointments by Gov. Brown require Senate confirmation. Compensation is $142,095 for each of the two appointees.
