California’s Department of Water Resources (DWR) has announced funds for eligible flood maintenance activities through a new program — the Flood Maintenance Assistance Program (FMAP) — for Local Maintaining Agencies (LMAs) and Maintenance Areas (MAs). The FMAP program has been structured to help ensure the maintenance of State Plan of Flood Control (SPFC) facilities, including sufficient resources and funds, in order to meet Code of Federal Regulations, Title 33, section 208.10 (33 CFR 208.10), and applicable Operation and Maintenance (O&M) manual requirements.
The DWR Fiscal Year 2018-19 Proposal Solicitation Package spells out the application guidelines and provides details about the type of work that is eligible for funding as well as the process of how to submit a proposal request for funding. The package information also details the parameters of both eligible and ineligible costs covered by those projects who receive funding.
Eligible Costs could include:
- Flood control structure/facilities upgrades
- Gates/fencing maintenance
- Gravel for access roads and levee crown
- Minor seepage control repairs
- Minor stability repairs
- Rock slope protection (RSP) for minor embankment repairs
- Rodent abatement
- Vegetation management
Ineligible Costs would include:
- Administrative overhead charges
- Administrative personnel
- New facilities
- Non-SPFC O&M activities
- Purchase and maintenance of general use vehicles
- Travel or commute costs
- Utility cost reimbursement
Deadlines for submitting fiscal year (FY) 2018-19 proposals are:
January 25, 2019 – First submittal date for fiscal year (FY) 2018-19 funding
February 22, 2019 – Second submittal date for FY 2018-19 funding
March 25, 2019 – Final program application submittal date for FY 2018-19 funding
