Retail, wholesaler Monte Vista Water District awarded Transparency Certificate of Excellence

The Special District Leadership Foundation (SDLF) has awarded Monte Vista Water District (MVWD) the District Transparency Certificate of Excellence award. MVWD was recognized for the district’s outstanding efforts to promote transparency and good governance.

This is the second time MVWD has received this award. In order to receive the award, a special district must demonstrate the completion of eight essential governance transparency requirements.  These requirements include conducting ethics training for all board members, properly conducting open and public meetings, and filing financial transactions and compensation reports to the State Controller in a timely manner. 

The water district also satisfied 19 website requirements, including providing readily available information to the public, such as board agendas, past minutes, current district budget, and the most recent financial audit. MVWD also demonstrated best practices through its biannual Waterline newsletter and completed a staff classification and compensation study.

“This award is a testament to Monte Vista Water District’s commitment to open government,” said Board President Sandra Rose. “Our Board and staff take great pride in being fully accountable to our customers and constituents and we are proud to have received this recognition once again.”

Monte Vista Water District provides retail and wholesale water services to a population of 130,000 in the communities of Chino Hills and Montclair along with portions of Chino. A San Bernardino County water district formed in 1927, the district encompasses a 30-square mile area. The district also provides retail and wholesale water services the unincorporated area lying between the cities of Pomona, Chino Hills, Chino and Ontario.

The Special District Leadership Foundation is an independent, non-profit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.
